Open call for an expert on Just Transition

The Center for environmental research and information Eko-svest, as part of the project “Decarbonising N. Macedonia through implementation of just transition policies and practices”, is seeking an expert for the preparation and drafting of a Just transition definition to be used for further advocacy work.

Objectives of the activity
The energy transition in N.Macedonia has started without a clear longterm strategy and this is clearly visible because a Just Transition definition is lacking from climate and energy documents currently drafted. It is therefore of the utmost importance to gather decision-makers on the national level in a workshop and explain the need for a JT strategy and the requirements for a JT process. In this workshop, a definition for JT should be proposed and discussed.
It is the objective of the hereby advertised activity to provide this proposed definition based on the experiences in Kicevo, discussions with local relevant stakeholders, interested Members of Parliament, Vice prime minister for economic affairs, as well as based on international relevant definitions presented as case studies.

Objectives:
1. Producing position paper/study containing at least one draft JT definition (to be used in future advocacy);
2. Present and discuss said definition in a workshop with a broad stakeholder group (organisation of workshop is outside of the scope of this call).

Responsibilities of expert
1. Discuss JT with selected stakeholders and assess views on definition of JT with a bottom up approach;
2. Prepare position paper/study with relevant case studies of JT definitions in other EU countries;
3. Propose guidance, recommendations and at least one suitable definition of JT in the position paper/study;
4. Present findings in a joint stakeholder meeting on JT definition organised by Eko-svest (organisation of meeting is outside of scope of this call).

Timeframe and contract value
Duration of the assignment is expected to be between 5 and 8 expert days in the period until 26th March 2021 when final position paper should be submitted to project team. Work should begin right after contract signing (10th March).
Contract value cannot exceed 1500 EUR gross amount. The project is NOT VAT excluded and all taxes, including VAT, should be calculated as part of the gross amount.

The successful applicants must meet all of the selection criteria below
– At least 3 (three) years of proven experience in working on just transition, climate justice, climate change, environmental issues and justice and/or human rights;
– A university degree in law, climate change science, environment, economics, public administration management, sustainable development or social sciences;
– Strong sustainability work background;
– Working with CSOs is a must;
– Excellent communication and presentation skills;
– Proven experience in working with different stakeholders;
– Ability to work independently as well as in cooperation with project team.

Evaluation of applications
The evaluation commission will only inform selected candidate. Candidates will be evaluated based on:
Previous experience, 35pt
Position paper/study outline, 50pt
Financial offer, 15pt
Total of 100pt.
Selected candidate will be informed and contract signed no later than 10th March 2021.
