Call for expression of interest

Eko-svest is launching a call for expression of interest of companies and consultants to perform an analysis of the economic viability of gas infrastructure in North Macedonia and prepare a study.

The call is open from 07.07.2023 until 14.07.2023.

Interested consultants and companies can send their expression of interest to provide an offer no later than 14.07.2023 at 17:00.

Consultants and companies who have expressed interest shall be invited to a consultative session and requested to submit an offer for carrying out the activity.

Expression of interest should be submitted in electronic form to [email protected] Subject title Expression of interest.

The expression of interest package includes:

• Expression of interest letter
• Statement on exclusion criteria (Annex 2) submitted in English OR Macedonian

Criteria for companies and consultants for this call:

• minimum of 5 years experience in energy sector analysis in the region
• team of experts in the field with track record of performed analysis.
• economic viability studies in the energy sector (region or country specific)
• experience in designing gas pipeline installations in buildings/industry or studies on the possibility of using natural gas in buildings/industry
• experience in designing heating systems using biomass boiler plants and heat pumps
• studies or analyzes of the purchasing power of the country’s population or similar

Terms of reference

Analysis of the economic viability of gas infrastructures in North Macedonia

Aim of the activity

To produce a comprehensive study analysing the economic viability of the national gas project and household gas consumption in North Macedonia.

Specific goals of the analysis

1, To collect available data, analyse existing documentation, provide updated gas price data and assess the economic viability of national gas project (transmission and distribution pipelines).

Under this chapter, the analysis should answer the following questions:

– How much does the gas infrastructure cost?

– What is the financial plan for construction, commissioning and maintenance of gas infrastructure on national level (credits, grants, state contribution, etc).

– What other energy alternatives could be developed with the same funds, focusing on renewable energy alternatives? 

– Gas prices predictions and analysis in the gas hubs for the Western Balkans

– Analysis of costs of internal gas infrastructure and consumption of different sectoral industries in the country, including costs for connection of new industries (MRS- metering and regulating stations).

– To analyse the possibilities for use/ production of hydrogen, planned to be transported via gas pipelines in future.

2. To analyse the costs for usage of gas in households (individual and collective housing) including: costs for the connection, change of all house appliances (heating, hot water and cooking) and gas prices.

The analysis should use the results from the BUILDING SECTOR GASIFICATION IN THE WB6 study taking into consideration the existing and future gas prices (including a review of the fluctuating gas prices due to the energy crisis).

The analysis should provide the answer to the question: how economically viable is the tertiary (low pressure) gas network, having into consideration the power of purchase of Macedonian households.

List of provided documents to consultants

– Public opinion survey of a representative number of citizens about the usage of gas and possibilities for conversion of households to gas

– Results from the focus groups and in depth interviews with state institutions and private companies about the gas usage and possibilities for conversion to gas

– Published studies and analysis in this sector.

– BUILDING SECTOR GASIFICATION IN THE WB6 study

Content and format

The study should be prepared in English and Macedonian language, between 50 and 70 A4 pages and contain tables, references and graphs as necessary.

Timeframe

The study should be finalized by end of September 2023.

Annex 2. Exclusion criteria statement
