Eko-svest is launching an open call for companies and consultants to perform an analysis of the gas intake and associated emissions in North Macedonia
The Terms of Reference of the assignment can be found as Annex 1 to this call.
The call is open from 19.05.2025 until 28.05.2025.
Interested consultants and companies can send their offer no later than 28.05.2025 at 17:00 CET.
The offer should be submitted in electronic form to [email protected] Subject title: Offer for gas analysis.
The offer package includes:
• expression of interest maximum one (1) page, highlighting relevant experience and knowledge;
• technical proposal (maximum 3 pages);
• financial offer, expressed in day fees; the total value of the offer cannot exceed EUR 8.000.
• updated work resume (CV), if team, a CV for each team member should be included in the offer. It should contain a full description of relevant qualifications and professional work experience;
• Statement on exclusion criteria (Annex 2) submitted in English OR Macedonian
Criteria for companies and consultants for this call:
- Minimum of 5 years experience in energy sector analysis in the region
- Team of experts in the field with a track record of performing analysis.
- Experience in energy modelling and scenario development
Evaluation of applications
The evaluation committee will only inform selected candidate. Candidates will be evaluated based on:
Technical proposal, 30 pt
Financial offer, 30 pt
Qualifications and professional work experience; 40 pt
Total of 100 pt.
Selected candidate will be informed and contract signed no later than 10/06/25.

Annex 1. Terms of reference for the analysis
The Analysis should have the following contents:
- Executive Summary
- Introduction
- Assumptions
- Methodology: Gas and electricity market modelling.
- Scenarios: Modelling the impact of the GR-MKD gas interconnector and planned gas power plants in North Macedonia. Sensitivities: Low and high gas demand in North Macedonia, low and high global gas prices
- Results/ Findings from modelling per scenario:
- Gas and electricity wholesale prices in MKD and in neighboring countries.
- Emission changes resulting from the implementation of the interconnector and the gas power plants: in the electricity mix, due to the transit of gas volumes.
- Gas flows and utilization of infrastructure is reported on all MKD borders and GR LNG terminals.
- Utilization of planned gas power plants and their electricity production
- Discussion of results
- Conclusions and recommendations
The Analysis should be written in English language and be at least 25 pages long.
